It was a .vob file that I made on my hard drive. I tried to use DVDDecrypter but it just wanted to work off my DVD Drive - Is there a way to get it to work off the hard drive instead if the .vob file is there instead.

The ring buffer overflow was probably caused by some non-sequential programming embedded in the middle of the VOB. Its difficult for us to detect as we would have to pre-scan the entire VOB before processing and that is very time consuming.
I just checked my copy of DVDDecrypter and couldn't figure out how to get it to open a DVD folder on the harddrive. However, SmartRipper does have that capability and should be able to extract the information like DVDDecrypter. Haven't tested it yet, but perhaps you could give it a try. Maybe Pat can help as he found the DVDDecrypter solution.
One other option is to burn a DVD/RW and then use DVDDecrypter to do the extract. Its round-about but should work. Let me know if you need assistance with the SmartRipper solution.

Funny you should mention me!
I saw Bob's posting last night and tried DVD Decrypter and SmartRipper earlier this morning. DVD Decrypter is DVD only. I tried SmartRipper as well and switched locations from the DVD to a hard drive folder where I had copied a Philips DVD. It works. You need to redirect SmartRipper to the VIDEO_TS folder and select what you want. I recommend grabbing a program rather the whole DVD at one time since this was the fix for DVD Decrypter with VRD. You can also grab chapters if you want. I tried that and it works also but have not tested as extensively as grabbing PGC.
I don't remember ever getting the Ring Buffer Overflow error but distant memory is hazy.

I may have found a third solution. I used DVD Shrink and told it no compression and it joined the .vob's together to make one for me fast.
Thanks for your advice although, I'll have to check it out.
