I was wondering if I were to edit my MPEG2 file & then have it output as a set of DVD VOB files will it also have created all necessary files to then just burn the files onto a DVD? Perhaps the bit rates are still too high from the broadcast & one must still transcode.
I know this is a very basic question but I can't see the answer anywhere.

You need an authoring program to make the burnable image for a DVD.
Which one is good, which one is best, which one is free?

Using VideoReDo with DVD authoring programs, software players, etc.
The .VOB output of VideoReDo is only for creating a file to hand to a particular authoring program.
It is useless, otherwise.
