I'll try and answer this...
The creator of WinTVCap is "Kevinkiller" and for support on this program,
I would suggest you try this forum:

I had a similar question regarding the 'Output' options, but came to the conclusion that I had to try different settings and figure out the problem this way.
I was a bit disappointed that I didn't get a definitive answer re. my problem, from KevinKiller, or anyone else on that forum, but it is a freeware program!
I suspect that the 'Output' options are switches that are used by the PVR-250, and onlt Hauppauge knows what they mean. But it would have been nice to get even that info from someone, but it didn't happen, so don't be surprised if you can't get an answer.
You could try reading all 29 pages of posts though! Might be more informative.

I've used Program with WinTVCap forever and have had very few problems. An occasional lost frame here or there, but VideoReDo finds them and resyncs everything.

Generally, from what I've read in the past on the SHS forum, it is always recommended to capture in Program mode.
The others were just too problematic to create even a halfway decent file for editing and subsequent DVD authoring.
I have been using the Program option for months with WinTV Scheduler and VRD has not had a problem with them. I had major problems with the "DVD" option with the unedited files, so I gave up on that.
