Chapter Marks Import Bug

If "Tools->Options->Chapter Marks->Import chapter marks on file open." is checked then the scene markers created are all 1 frame before they should be. The export is correct, only the import is broken. This makes importing frame precise chapter files more difficult.

Actually I tried another file, and 3 of 5 marks were 1 frame early, 1 was 1 frame late, and the other was correct. Hmmm.

Never mind, I opened the wrong version

We crossed posts. I discovered that I had opened 540 by mistake. (too many applications opened at once hid the desktop icon for 551)
