After cutting source file, output file begins with p-frame

After cutting source file (A), output file (B) begins with p-frame.

Output file (B)

output file (B) reopened in Videoredo

Videoredo working is the "Frame accuracy" mode.
If I try to encode this file (B) using a third-party application, the output file (C) has a A/V resync. When viewing the file (C) at its beginning, several frames are visible, which I cut out these frames using Videoredo.
I conclude that Videoredo does not always create a new GOP when mark the beginning is not set in key frames.

VideoReDo always creates output files that start with I-frames. If we didn't we couldn't decode the GOP. However, frames are always store in encoding order so it's possible that the first GOP is closed and the first frame in decoding/display order is not the I-frame, but a B or P frame that follows the I-frame. If you want a guarantee that the first frame is an I-frame then force a recode since VideoReDo wlll only recode the leading GOP to have the leading I-frame be the first frame in display order. If you don't want to recode, then try setting the fade parameters as this triggers a recode of the first GOP. This should work as long as your source video isn't MPEG2.

What options I should change to get this result?
I want to fix this file so that the first frame starts with an I-frame. I tried re-saving this file in Videoredo, but the result is the same.

You can change the output profile type from "intelligent" to "Force recode", or you can add a fade in/out using the Tools>Options>Transitions page.

Changing the cut point for a frame or two may also accomplish what you're looking for.

"Force recode" - it is transcoding the whole file, it is unacceptable and meaningless.

add a fade in/out not very watchable.
If Videoredo can analyze and display the GOP sequence, you can write an algorithm to transcode the GOP sequence at the beginning and end of the output file.
