it is currently at 100% and I am already using loudness equalization in windows which made the video a little bit louder, but it is still much quieter compared to other sound/audio played using the same volumeHow about using the Windows sound mixer? Open that and increase the volume for VideoReDo.

One thing you can do is go to Tools->Adjust Audio and increase the volume there while you're editing, then just go back in there and reset it to 0 when you save. Not ideal, but a temporary workaround if you're desperate.
Adding an actual normalizer for playback isn't top priority for us, but I'll add it to the list.
