DVD Authoring Tool Import Chapter File

I have just dusted off Video ReDu and am trying to make a DVD with chapters. I did figure out how to export scene markers as a chapter file. However, I tried CyberLink Power Director 11, Corel DVD Movie Factory 7 and DVD Flick but none of these imports the chapter marks. They all have a tool for me to go through the video yet another time and manually specify them.

Does anyone know of a reasonably priced (i.e. less than $100) or open source DVD authoring program that will read the chapter files?

From the help file - Chapter Marks section:

1. DVDAuthor XML File: DVDAuthor is a free open source DVD authoring tool which can be run from the command line. One option is to accept parameter input via an XML file. This option will create a DVDAuthor XML file with the chapter markers properly formatted.
