Incorrect chapter file after 720p/59.94 edit.

811a. After editing a HEVC/720p/59.94 file (ABC network feed), the chapter locations were many frames after the actual edit point. I had to correct them and create a new frames.txt file.

UPDATE: VRDPro had an error editing and chopped a bunch of frames. I did the editing again and selected a different location and all was well with the chapter marks.

Not OK. A piece of video near the end of the file refuses to be edited correctly. I even edited out the piece of wanted video with 1 sec of material before an after and when I edit that piece of video, it want to chop off 34 frames of video and not chop the audio along with it, i.e., the audio is intact, but the video isn't.

I thought I had it all working, but discovered other edit points that were screwed up. Editing 720p/59.94 - HEVC@4:2:2 just can't be done without errors. I'm going to convert the whole unedited file to H.264/4:2:0 so that I can edit it.

There are known issues with HEVC @ 4:2:2. We are working on getting those resolved.
