NVENC issue

Just discovered a bug in 4.827 (but probably introduced to prior release)

When selecting H264/AVC > Force Recode > Constant Quality and NVEnc Encoder, the rate factor is ignored.
I tried an input file with these specs:

Changing the rate factor to 26, 30, 36 changed nothing in output so I presume the setting is ignored and goes to 0 (placebo CRF) by default.

The settings work fine when I select software encoder instead of NVEnc. My GPU is an NVidia GeForce RTX2060

Can you try the latest beta and let us know if you still have this issue? I'm pretty sure this is something I've already fixed.
